It is just a cover lie to get people to go along with the decree from on high.
The real agenda is to make automobiles smaller, less capable, and more expensive to the point where ordinary peasants, err - citizens cannot afford them.
"We have got to force people out of their cars", said a local city councilwoman some years ago, in a moment of stunning clarity. Of course, she was not including herself in that requirement. And she had a reserved parking spot at the downtown city offices.
The Servants of the People(tm) must have personal transportation on demand to deal with the urgent matters for which they are responsible. In fact, they may need drivers to convey them to and from their work.
Everybody else can just take the bus. Or the train.
It's about the power to order the lives of others.
