According to the article, driver passed a stopped bus and plowed into the kids and then took off. Sounds like a hit and run. My guess some illegal or one with a stolen or uninsured car.

Citizen or no, sound like drunk and/or stoned and didn’t recognize the school bus. I doubt this will turn out to be an intentional act. Horrible in any case. Throw the book...
I got into an accident 5 days ago that was my fault, the guy who was driving the car told me that he didn’t want to call the cops because they did not have a driver’s license at all. I told him that I do have insurance and I also have collision and I would pay for all repairs to the car he was driving but he said no my girlfriend just bailed me out of jail and I don’t want the cops involved right now, this is her car. So yeah, it could be somebody like that right now.
