Stupid question I know, but why would they need to “build a courtroom”? Can’t they take any empty room, add some chairs, tables and some flags and call it a courtroom?

Because these are going to be for military tribunals, not judicial. Theory go that when this country become more and more ungovernable, the military steps in since they are the only body that swears an allegiance to the constitution.
