Then they'll use it as an excuse to confiscate weapons.
There is no level of compliance that will avoid escalating demands and punishments. That is the whole point of totalitarian Government. The "Public Health Emergency" is the excuse. And they will attempt to confiscate weapons no matter what you do to appease them.
Better to start the shooting while it is still possible to do that.
