It’s my understanding that there was nothing wrong with the water in Flint, other than the state having a Republican governor at the time. The Flint water commission switched suppliers to save money, in a move approved by Obama’s EPA and Michigan environmental monitors. The new water was slightly more acidic than the old. The more acidic water would leach lead out pipes in homes with lead pipes, as many older homes do. Any problem with lead contamination could be averted by running the water for a minute before drinking it, or using bottled water for drinking. The children in Flint would have been in the lowest decile for lead in their bloodstream among the U.S. population in 1960, when lead was a gasoline additive.

There was no criminal act, expect the attempt at criminalizing the unintended consequences of an administrative decision for political gain.
