I see this written over and over again, but shouldn't it be "free rein", as in "releasing the reins and letting the horse run free/wild"?
I just want to see if it's something about which I need to amend my thinking ...

Free rein means
unrestricted liberty of action or decision according to Merriam Webster dictionary.com.
Example: You're riding a horse and you are letting the horse have free reins.
