That demand is so over-the-top it’s not even funny. But it’s most probably just a negotiating tactic on Putin’s part. Sort of like asking $100 for an item at a pawn shop, but willing to settle for $40.
Notice I said “most probably” there. Because an insane leader would really mean it. But I don’t think Putin is insane.
