Well, Mad Maxine, maybe it was considered too risky after Joseph R. Biden filibustered Janice Rogers Brown's nomination to the Court of Appeals for two years.

Biden's insane and insulting attacks on Clarence Thomas during his confirmation hearing probably threw cold water on the nomination of blacks too.
