I believe what he had is called a suboccipital craniectomy (SOC). There’s about a 60% chance of survival, but since he is young and a Senator (top-notch healthcare provided), it’s probably a good deal higher than that. The cerebellum is not related to cognition, so presuming his survival, he likely won’t be rendered incompetent.
