First and foremost they are supporting substance abuse and mental illness.
These programs sound good and make people feel better but in the end they are just promoting the problems and degrading the quality of life for everyone (including the homeless).

Sit on the beach and throw out a piece of sandwich or a cracker. Within 15 minutes youll be swarmmed by seagulls. Stop feeding them and they act like the homeless, they'll shit all over you.
