Can you explain why Garland is not in charge? All indictments have to be approved by him - but I assume Biden will have the final say.

Durham is not an independent prosecutor - those were written out of existence in the late 90s after Clinton got burned by one.

Congress changed the law so that the now called special prosecutor is under the supervision of the AG, who can fire the special prosecutor. Many people thought Garland would fire Durham soon after Biden took office - it hasn't happened yet, but I still think it will occur when it gets too close to home.
