Walnut Creek used to be a 'tony', clean, upscale suburb (of Oakland, and San Francisco). Its still nice, in many places, but its been in the news a lot the last year (BLM protests, gang thefts in Target - and other stores, etc).
I presume the 'little Geneva' reference is because Geneva Switzerland is supposed to be a clean, upscale city (I presume, but I've never been to Geneva).
