Wow. Is this Putin publicly acknowledging that the Russian army has proved unwilling to fight their brothers in Ukraine?

Russians would have to use overwhelming forces for this.
They tried a complex encircling strategy and it failed for being unsupported. A big hammer is the only method Putin has now.
