“Ukrainian authorities say the decommissioned Chernobyl nuclear plant, site of the world’s worst nuclear disaster, has been knocked off the power grid.”

How can a “decommissioned” (presumably for close to 40 years) be “knocked off the power grid”, and this be news? Decommissioned plants do not produce power. There’s no reason for them to be on “the grid.”
