Be assured that they are - and, anyway, it is foolish to believe that they aren’t.

Meanwhile, assuming that Russia has about 6,000 warheads, and that 2,000 of them don’t work, and that we initiate a first strike and destroy 99% of the rest...he still has 40 to drop on our largest cities. Casualties would be in the millions, and that’s before fallout causes cancer in a lot of the rest and before starvation sets in all across the country.

Best not to dismiss the Russians. They may be very corrupt, but they aren’t stupid.
