1. There currently are enough qualified "diverse" candidates, but the teams / the team management are RACIST, and have been unfairly discriminating against such equally qualified candidates.
2. The pool of potential qualified candidates is too small - probably because members of "diverse" groups aren't smart or motivated enough - which is a RACIST assumption.

Where I work at the only way to move ahead is not being a white guy. Management hires and promotes people who are exactly like themselves. There is no motivation for me to work hard.
I think your comment about the two assinptions us correct.
