This is a little confusing, why would a private business need government permission to restrict quantities they sell to customers. I saw some business restrict toilet paper and cleaning products to “one per customer” back in the spring of 2019.
Even before that, often at Christmas, stores could restrict sales of the latest toy, video game system, etc.. to keep customers from buying them out and reselling them.

why would a private business need government permission to restrict quantities they sell to customers? Laws in European countries are quite different than in America, and private business operate with different limitations on how they conduct their operations.
