The problem is, that the U of Penn administrators are liberals.
Liberals are all in on all this transsexual business. So their liberalism prevents them from any critical thought regarding this issue of transsexual athletes competing against actual female athletes. Their view that a transsexual man who identifies as a woman, is to be considered a woman in every area of life, overrides any critical thinking or judgement on the issue.

Along with the administrators of 99 percent of all American colleges and universities from coast to coast. That is especially true of Ole Miss, Alabama, Auburn, The University of the South, Emory, etc.
