I absolutely disagree that it would be accomplished. Money and programs are abundant. Blacks, and only blacks, are responsible for their behaviors. Blaming Democrats is a copout. I lived in Wilmington DE for 14 years and went to public school, and the last 7 years I’m outside Philly. A very high percentage of blacks are total trash and will never change. Many are only intellectually capable of picking up trash and burning fast food, that’s it.
They will never be equal or try to be equal in a high percentage of their population.
What’s the first thing an intelligent and successful black does?...Move away from other blacks.

I hate to go all "Bell Curve" on you, but the 'rats absolutely deserve much of the blame. One of the conclusions of Hernstein & Murray in The Bell Curve was not merely that blacks were less intelligent, but that the less intelligent Davon'tes and Lashandras reproduce at a far faster rate than the Thomas Sowells, Clarence Thomases and Denzel Washingtons. The 'rat welfare system has much to do with this. Inner city blacks are born into fatherless homes with surly unloving mothers and gravitate to gangs for a sense of "family".
You are correct that dime-a-dozen programs like midnight basketball are not going to accomplish anything. It would require a shutoff of the welfare state that rewards single mothers to keep having kids. It would require a willingness to admit that some people probably should be allowed to fall through the cracks because they are not worth saving. It would then take several generations for a better class of people to replace the feral animals that populate the cities now. While I believe the 'rats bear a lot of the blame for the decline of American blacks, I doubt anything can or will be done about it now.
