Why doesn't the USPS just digitize all mail and for magazines or packages they can outsource to Fed Ex or UPS?

Letter carriers won't deliver mail in inner-cities, for obvious reasons.

They... Maybe it was the military did something similar in WW2. Mail was heavy so they photographed it, flew the film back to the US, developed it and sent the photos of the letters.

Your unworkable solution is several notches too extreme.

I'd not want my private letter read by fedgov scanners, the data which is then hackable and my property then in the hands of anyone but the addressee.
