Neither have the states expressly constitutionally given the feds the specific power to tax and spend for intrastate school lunches.

In other words Biden's so-called “federal” funding for school lunches should have never left the states in the first place. But the very corrupt, post-17th Amendment ratification Congress regularly steals state revenues in the form of unconstitutional taxes, taxes that Congress cannot reasonably justify under its constitutional Article I, Section 8-limited powers according to the excerpt from Gibbons v. Ogden above.
If y'all are wondering why we're now being oppressed under the boots of an unconstitutionally big federal government, then one of the reasons is the following imo.
In stark contrast to the Supreme Court's emphasis of the already clear meaning of the 10th Amendment (10A) in the excerpt above from United States v. Butler, using inappropriate words like “concept” and “implicit,” here is what was left of 10A after FDR's state sovereignty-ignoring activist justices got finished with it in Wickard v. Filburn (Wickard), justices wrongly deciding that case in Congress's favor imo.
"In discussion and decision, the point of reference, instead of being what was "necessary and proper" to the exercise by Congress of its granted power, was often some concept [???] of sovereignty thought to be implicit [??? emphases added] in the status of statehood. Certain activities such as "production," manufacturing, and "mining" were occasionally said to be within the province of state governments and beyond the power of Congress under the Commerce Clause." —Wickard v. Filburn, 1942.
Democrats and RINOs have since been using the Supreme Court's political correct "repeal" of 10A in Wickard to justify all kinds of unconstitutional interference in the affairs of the sovereign states imo.
The bottom line is that Trumps red tsunami of patriot supporters need to elect a new, Trump-endorsed Congress in 2022 that will impeach Biden for many unconstitutional things that he's done imo.

Actually they did blame the gun, and for the next four years raged and railed against the import of “Army Surplus rifles and handguns.” till the 1968 gun control act banned the import of them.
Now for the TRUTH. Those Senators and Congressmen against those Army surplus Rifles were doing it to protect their home grown industries of Colt, Winchester, Remington and SAVAGE, as the army rifles cost less than half of a nice American Made sporting rifle.
After the 1968 GC Act was made law, you could still import the same model of rifles into the US if they were classed as “police Rifles”.

The Supreme Court in NFIB v. Sebelius cited that exact limitation in Dole to strike down the attempted deprivation of all Medicaid funds to states that didn't want to participate in the Medicaid expansion. To me, the threat to deprive schools of all lunch funding is very much the aa the "gun to the head" struck down in NFIB.
