Three new lawsuits allege police misconduct during 2020 demonstrations

PORTLAND, Ore. — This past weekend marked two years since the start of more than 100 days of nightly demonstrations in Portland, and the city is still dealing with the consequences.

The 2020 protests and riots got national attention. While many of the protests in support of Black lives and police reform started out peaceful, they often devolved into what police declared "unlawful assemblies" and "riots."

Over the past month and a half, three new federal lawsuits dropped claiming officers, both federal and local, acted inappropriately during those demonstrations.

“I think from the summer of 2020, there's still a lot of questions we don't have answered," Juan Chavez, a civil rights attorney who works with the Oregon Justice Resource Center, said.

Chavez is the attorney for two of the three recently filed cases.

In one case, his client, Evelyn Bassi, says Department of Human Services agents forced her into an unmarked van and drove her around the city early in the morning on July 15, 2020.

"They abducted this person, threw her in a van, drove her across the city, then frisked her, then demanded evidence from her," Chavez said.

According to the lawsuit, "She was ordered to sit cross-legged on the floor of the vehicle—its middle seats removed—with her hands on her helmet and her head down.”

"This doesn't comport with normal police work and that has to tell us something," Chavez said. "I think what it tells us is they were out there to intimidate people."

The lawsuit says Bassi was later treated for acute post-traumatic stress disorder.

Portland police have dealt with similar lawsuits before, many of the payouts done on the taxpayer's dime. In December 2021, the city paid out a total of $125,000 to two different people who sued.

“three new federal lawsuits dropped claiming officers, both federal and local, acted inappropriately”

A reporter really shouldn’t use the phrase “lawsuits dropped” if they mean “lawsuits were filed”, since “dropped” has a specific legal meaning that is the opposite of what they are trying to say.

Right-that’s a very badly (perhaps, intentionally) badly written article.

“...officers, both federal and local, acted inappropriately”

They did nothing to stop the brutal assaults on peaceful citizens who found themselves in a place they would have never considered unsafe.

They did nothing to stop the burning and looting of thousands of businesses nation wide and particularly here in the Bay Area, where I live.

One of my customers had 77 vehicles stolen from his dealership in a few short hours and many other dealerships within blocks had vehicle stolen as well.

Malls were looted and destroyed.

A Walmart in San Leandro was torched twice in one night, not reopening for almost a year.

Troops of kids in caravans of 6-10 vehicles raced pass me at speeds over 100mph almost daily for nearly a year.

I wonder how many lost their lives? I know the CHP wasn’t stopping them, as I rarely saw them on my daily drive of 70 miles, one way.

Today, they run interdiction on Thursdays and Fridays on Highway 880 and pull people over left and right for being on their cell phone or in the HOV lane.

So stupid
