Using starvation for leverage. 40 Billion will buy a lot of mines. Guess with all of those mines in the harbor, future "financial aid" won't be delivered by ship - they'll have to send railroad cars full of cash instead. I'm sure the D@mocrats figured out the logistics when they were delivering pallets of US cash to the Iranians.
