"Extreme latitude" also means the latitude to not respond, or to even prevent others from responding. LEOs answer to the executive branch, by both design and definition. The construct you are asking for is exactly what the FBI was supposed to be.

The latest being the Chief of School Police fiddling with different keys. There had to be a way to take down that steel door. And, as the LEOs were helping some kids escape through windows, why didn't they go in through those same windows? Or were those rooms not attached to the shooter rooms.
I can understand not wanting to breach too soon so as not to antagonize the shooter into killing more hostages. However, if the reports are true about the kids calling 911 and everyone outside hearing repeated gunfire, I would think that would be the time to risk everything for those children. But then, I'm just a simple aviation swabbie.
What's your take on this disaster, and what would you have done differently with combat SpecOps experience with the reports we have so far? Please help me with this Travis.
