There is a process to add and repeal amendments to the Constitution. To repeal the Second Amendment in the Bill of Rights would not only be unprecedented, but have about as much chance as an ice cube in hell of passing the amendment process. Given the special nature of the Bill of Rights I would question whether it could be amended. Imagine trying to repeal or modify the First Amendment.
