Can’t argue on the electric cars (since I’m not a Globalist). I also think you’re right as to the user-fee aspect...so forget my posting!

Fuel costs were expected to continue to rise in July, elevated largely because of Russia's invasion of Ukraine.
What does one have to do with the other?

Gas price during the WW2 War, $0.18 - $0.21 cent a gallon. This was during the USA war with Japan and Germany.

Even though ND is a Catholic school, university towns are typically liberal. Is it like that in South Bend?
I grew up in that area and I can tell you that South Bend is not like the rest of the great Hoosier state. South Bend is closer politically to Chicago with Big Labor and a Big Democrat machine running things into the ground. Naturally, now that Big Labor chased out the good paying jobs, the liberals from Notre Dame have taken up the mantle. Still not really a college town as ND is small compared to state colleges. I have not lived there for many years but when I visit I see the transition of working people from solid Democrat to Reagan/Trump supporters.
I remember as a young lad in 1972 being amazed that Nixon won re-election as no one in my working class neighborhood supported him. Now if you walk into the local pub in the same neighborhood it is all Trump supporters and you better not be wearing a mask.

My oldest brother graduated from ND in 1962 and it was conservative. He is a very successful retired Doctor and quit giving ND money around 1975 because it was too liberal. By now it must be over the top.

elevated largely because of Russia's invasion of Ukraine.Bullshit. It wouldn't matter as much what anybody else on the planet did if we drilled and used our own.

Fat, utterly useless government pigs have to get their stable paychecks, benefits and retirement, too...
Their costs of oppressing us goes up? Raise the taxes, raise gas taxes, raise property and school taxes.....whatever it takes....
Not one word about cutting costs and trying to not spend more money than they take in.
