Much of the Ukraine was rebuilt after WW2 as the Soviet Union had a scorched earth retreat policy.
The buildings were about 50 to 75 years old in January 2022 and probably in need of gut-level renovation, or total replacement for energy efficiency too.
Except around Kyiv, the battered parts mainly lie in the pro-Russian areas now under Russian military control.
