What he needs to do though is eliminate whole departments. WE know the list, it is always the same. The neat thing is, you may not be able to fire a feral employee easily but you can eliminate the job and let the chips fall where they may. It would be fun to watch the fracas that would ensue from the seniority bumping.

Exactly. Sometimes he just needs to keep his thoughts to himself. He just lost hundreds of thousands of potential voters.

Move departments to far-flung locations. Interior for example can be moved entirely to Butte Montana. Move State to Fairbanks. With today's internet and Zoom technology there's no reason to have every department situated in Washington DC.
