Why you could even see images of the shelling on line as well as Orc comments about it and, even daringly, ask the International Atomic Energy Agency, but that work might strain the brain.

The penalty for expansion by invasion should be loss of territory. Get them off that peninsula and out of Kalingrad as well.
Kalingrad will just be the next excuse to create links to russian majorities.
The first order of business appears to be removing the Russian "peace keepers" from Transnistria. This may occur as part of a reunion of Moldova with Romania, which would get Moldova into the E.U. One scenario is that Moldova reclaims the West bank of the Dniester River, which is very small, and cedes the East bank to Ukraine.
Having started the game of recognizing parts of other countries as autonomous states, the West can do that to Russia in Kaliningrad should Russia fall into political unrest as it did during and after WWI. When the Soviet Union collapsed, the U.S. was concerned about control by one authority of Soviet nuclear weapons. Since Kaliningrad is a major concern to NATO, that won't be a concern. Also, people in Kaliningrad pay higher taxes, and also were able to travel more freely to shop in the E.U. Europe also has problems with the Russians in Kaliningrad dumping raw sewage into the Baltic. Independence for Kaliningrad could end that environmental disaster.

Taganrog AFB is way way out of range for HIMARS artillery shells. Only ATACMS shells have that sort of range and none are bring supplied.
The usual tactic is to overwhelm the areas air defenses with MLRS rockets and shoot shells when the AD has to reload. None of the Crimea hits have been within HIMARS maximum range which is 57 miles, without ATACMS rockets (while are ~US$1M rocket per TEL).
