The area in southern Ukraine (including Crimea) that Russia occupies has its electricity supplied by that nuclear power plant (NPP) and a hydroelectric plant further downstream. You can believe that Russia is shelling that nuclear power plant if you wish but the Russians are not that stupid. Ukraine is shelling that NPP just as they are shelling the dam at the downstream hydroelectric plant. That dam carries railroad tracks as well as a surface road.
