It has been run this way from the end of the Cold War. US scientists and technologists were tossed aside for immigration of at least 65,000 per year each year. Some years it went to 185,000. Bill Gates testified before Congress about the need for H1b visas in the mid 1990s.
The great leaders of the USA should be proud of importing true enemies to develop, research and work the latest technologies. It is a shame that the consequences of such an ahistorical policy will not be limited to the morally corrupt "great leaders" who deserve those consequences.
