This is just another case of govt force used to make people pay for something whether they choose to use it or not. The buyers of the product pay the normal price of acquisition, the non-buyers pay a tax for not buying.

The price is not determined by costs, but how much the company thinks they can get away with charging to maximize profits.

We know car companies collude on prices.
