Automobile manufacturers have complied with California CARB regs since the 1970s. At the state level, most states did not require CARB compliance but this did not slow down the auto manufactures getting into lockstep for nationwide rollout.

Laws were not needed for manufacturer collusion although eventually the EPA caught up via regulations to make CARB regulations legally functional nationwide.
