This gave Fauci unparalleled access to not just Cheney, but President Bush, to whom he had an open channel.
Fauci now had a virtual carte blanche to not merely approve but design and run the kind of research projects he sought — and could do so with no oversight structure above him. Biodefence projects that formerly would have fallen under the authority of military or intelligence agencies were now under his direct supervision…..

Here's the wiki on Cheney's draft dodging. He "had other priorities" (his words)so someone else went in his place.

Wilson interviewed Cheney as the next Secretary of Defense; when asked about his deferments, Cheney reportedly said, "I had other priorities in the '60s than military service."[23] Cheney testified during his confirmation hearings in 1989 that he received deferments to finish a college career that lasted six years rather than four, owing to sub-par academic performance and the need to work to pay for his education. Upon graduation, Cheney was eligible for the draft, but at the time, the Selective Service System was not inducting married men.[24] On October 6, 1965, the draft was expanded to include married men without children; Cheney's first daughter, Elizabeth, was born 9 months and two days later.[25][24] Cheney's fifth and final deferment granted him "3-A" status, a "hardship" deferment available to men with dependents. And, further, is this why no one in the federal government, regarding of political affiliation, is truly interested in "getting to the bottom of" the origins of SARS-COV-2?
Well, yes, indeed. Because, ultimately, those roads don't lead back to the Wuhan lab, the "Bat Woman" specifically, or the ChiComs generally. Rather, those roads all lead back to the U.S. defense establishment -- i.e., the mad scientist virologists associated with the U.S. military got to indulge their bio-warfare fantasies, whereas the midwit Fauci, holding the purse strings of the NIAID grant machine, got to cosplay his being an actual "scientist" while pursuing his lifetime wet dream of an universal flu vaccine.
This foregoing scenario is pretty much ascertainable from existing documentation and plenty of people are aware of it. It's no conspiracy theory. It's just that the inconvenient narrative it sets forth doesn't benefit anyone from a partisan political standpoint. So everybody, everybody in "official Washington" keeps schtum.
The big issue is Fauci effectively reported to the Oval Office yet is is clear there was almost no oversight........by design.

Yes, Presidents do have to sign Executive Orders, but the President can delegate various powers that exist within his office to the VP. Or anyone else on his staff or part of the Executive branch. That’s how most federal agencies started out, the President just delegated some of his power to them, though many also had powers granted to them later by acts of Congress.
Was this done by Cheyney right around the anthrax scare that never got resolved. Now we have the Wuhan lab leak that will never be admitted to. It’s amazing how many loose-ends the American voter will tolerate.
