It’s really because PA is just across the river from Wilmington, so they can throw his feeble carcass into an SUV and drive him to some lame locale “in PA” and pretend this is a president “getting out to see the people”. It's a swing state. It's also convenient for someone in Joe's condition to not travel very far. He's from there, and his staff knows the people who are in charge, the people who can guarantee that he won't be heckled.

Biden is the first president from Delaware and only the second born in Pennsylvania (after James Buchanan, the worst failure in the White House).
