Government can’t grant or take away natural rights. Government is naked power and will kill you if it feels like it. The only thing protecting one's natural rights is a willingness on the part of the Free to exercise political force or violence against those who would try to deny those rights.
It has always been thus.

You also “Cannot be compelled” to give up rights as a condition of obtaining a license or permit, employment, etc.
But that is very common.
