No legislative action needed. It’s a Treasury regulation.
I can’t determine with web searches where this regulation stands, but, be advised, there is no legislative action required to implement IRS or Treasury regulations, only to stop them. Congress already gave these hideous bureaucracies power to set regulations and policies.
They don’t need Congress to issue regulations.

Congress was considering legislation regarding the reporting requirements.
My original comment stands. You wrote that banks *are* reporting withdrawals greater than $600. You don’t know that. I don’t know that. Maybe we can get some clarification on this from a FReeper.
Not everyone on FR is 65+ with 50 years of gun purchases in the closet. Neither guns nor ammo are particularly expensive now - much of the COVID/BLM price spike has passed. A reasonable quality AR-15 is back under $500 (e.g., PSA).
Cabela’s aren’t going to be too happy, their Mastercard.
