i believe the disgovernance board was an attempt to centralize the censorship activities that were already going on in the other govt depts

The United States censoring speech by any of its agencies or branches of government or its officials is repugnant to the First Amendment of the U.S. Constitution, because “the First Amendment means that government has no power to restrict expression because of its message, its ideas, its subject matter, or its content.”

Justice Thomas wrote ..... ‘if the government coerces or induces it to take action’ the government itself would not be permitted to do, such as censor expression of a lawful viewpoint. Justice Thomas pointedly added: ‘The government cannot accomplish through threats of adverse government action what the Constitution prohibits it from doing directly.’ ”
