Exactly. Makes sense doesn’t it.

I’ve seen projects created for use as homes for the under-
priviledged, and within six months, they looked like they
were twenty years old. Siding stripped off. Windows
broken. Doors broken in. Door frames splintered. Locks
not functioning.

One of the major medical centers in Los Angeles was created
or remodeled to be one of the most attractive prestigious
medical centers. Within the first two years the place was
absolutely riddled by the clientèle from the vicinity.

Floor to ceiling mirrors were smashed. Floors were torn
apart. Walls were filled with graffiti. Elevator surfaces
were scratched all to hell.

Break out walls. They toss dirt and gravel down the toilet
They destroy the sink and garbage disposal. They take a
hammer to porcelain surfaces. They short circuit wall
sockets, and destroy appliances

Oldest trick in the book, blame racists for tearing it all
up.

Having a neighborhood prone to violence may be the best predictor of landlords who don’t maintain properties.

Strange, if you go downtown to the courthouse you notice something a bit unusual about the makeup of the people going to trial.

But that cannot possibly be a predictor.....

Amazing how so many Dr. level educated experts (Samuel West, Ph.D., an alum of the Department of Psychology) cannot understand that correlation my not be causation.

Also apparently Samuel West, Ph.D., an alum of the Department of Psychology believes runs down living areas causes people to be bad, not bad people cause run down living spaces.

This is the quality of higher education.

The properties become dilapidated cuz the landlords won’t fix them, cause the rents are low, tenants don’t pay the rent, tenants don’t care about the property and don’t report problems till major work needs to be done, tenants keep their habitation filthy, tenants sublet without owner knowledge, tenants do lots of illegal stuff on property...tenants lie about their reasons for not having rent money,,,,also, most likely property values in the area are low..
No owner is gonna give 3 star accomodations when the renters are slobs. More concerned about keeping the plumbing working, heaters, ventilation, windows, doors, electrical, smoke alarms, gas working and up to date...

So... the landlord told them to eat the lead paint chips that lowered their IQ?

Can't try that lie anymore. The lead abatement program is decades old.

Maybe it's the drugs both officially and unofficially legalized. Did the landlord cause that? Was he dealing drugs to his tenants?

Just a crazy thought here, have these academics (any academics), looked into a correlation between government requirements and rental housing? Understand that rental housing is an expensive investment and a failure to maintain will decrease the value of that investment. WHY would an investor do that and why?

Potential examples of why. If the repair / improvement is more than a simple patch-up, many places require an inspection before granting a 'certificate of occupancy'. No certificate, no rent without meeting ALL DEFICIENCIES found in the inspection. While under repair, the owner may be required to house the renter at an equivalent property.

Many localities place limits on what the owner can restrict in way of renters. What happens if the renter starts dope dealing from that property? The owner may be totally out of luck if the renter is a 'preferred' class. Yes, the police may raid the house but repairs from the raid are the owners and the renter may be immune from eviction.

Do academics own or rent their 'Ivory Towers'? Do they understand real world economics? Are these academics STUPID?

My guess experience is that the racial composition of the neighborhood predicts violence in a Richmond neighborhood.
