Typically, as the neighborhood changes the democratic regime forces rent control at the same time it dictates that properties be maintained according to their likes. The contradiction is financially impossible for the landlord who cannot charge adequate rents to maintain the buildings properly. Hence, property after property becomes derelict and the tax base is reduced as crime is increased.

At some point in this process the Democrat regime claims the landlords.
