Doesn’t surprise me, Army and Navy housing are consistently ranked extremely low. I was in Panama in the late 80s, there was Army and Air Force housing right across the street from each other. All built at the same time, early 1930s. AF housing had been retrofitted with central air, was regularly painted and maintained. Army had no AC, no paint, just nasty. Navy housing was similar - no AC and they whitewashed it occasionally. Not surprisingly, there were more requests for interservice transfer from all other services to the Air Force in Panama than anywhere else in the world.

I am a retired Msgt. In 1980, as a Tsgt, I went to Germany. It was the first time I had been around large numbers of Army troops, about 18,000 Army and about 2,000 Air Force. I went to a week long new comers class, put on by the Army, but open to the Air Force too. These guys took me to eat at the Army dining hall, twice. It was the worst food I ever had. It was awful. Then I saw their barracks. It was the worst I ever saw. Utterly appalling. Then I saw how they talked to each other. At first I thought it was a joke, but then I realized, they really do yell and scream at each other, all the time. I thought, no way would I ever let anyone talk to me like that. No wonder the Army can’t keep people in. Their living conditions were just horrible. Prison inmates have better housing and food. Even the 1st MOB out of Lindsey had better housing, when they were out in the field.
I wrote a letter to the Stars and Stripes, about it. They printed it. The editor’s note, said the Army’s priority, was not in housing. I thought, that was an understatement of Biblical proportions.
Our USAF barracks were better than the Army, but I thought it was still substandard. After 20 years, I had all I was going to take, and retired at the earliest moment. I told my son, don’t even think about doing ANY enlisted time. He took my advice, and is a commissioned officer. He loves to fly.
