It is against the law for civilians in the UK to wear uniforms they wore on active service.
Working Royals wear them because they carry titles pertinent to military service - Colonel-in-Chief of this and that.
What H&M seem to want is to NOT be working Royals, but to maintain the brand so it can be monetized in various ways.
The late Queen, and the present King, obviously respect tradition and the system enough to prevent that.
