Dunno, is this an Op-Ed? Yes? Why not TELL us what you think, and why, and present your data, and let us decide whether we agree?
Looks to me like the question-as-headline is just a gimpy end run around editorial prohibitions against opinion in otherwise “straight news.” Reporter is all but stating their opinion in the headline, but posing it as a question dodges it being an out-and-out statement of opinion. Then the article gets written with all the data that might substantiate the opinion hinted at in the headline/question.
The news business is an absolute shambles.
I pay for The Epoch Times, and note a near-total (not 100%) absence of this formatting over there, which is heartening.
I follow the Brownstone Institute, and note that when they put a question as a headline, it’s actually a real question I would ask about the topic being addressed, not an opinion disguised as one.
