I heard a typhoon is heading towards Shanghai.
Perhaps this is the reason he “hastily” headed back to China.
He left the Shanghai Group (its just called that, the meeting was in Uzbekistan) Sept 16, more than a week ago. The typhoon hit Shanghai Sept 14, before he left for Uzbekistan.
