The United States and its allies are preparing to impose fresh sanctions on Russia in the wake of what the West and United Nations have called “sham” referendums in four Ukrainian regions, with the White House saying the measures would exact a “severe” economic price on Moscow.
On September 28, European Commission President Ursula von der Leyen introduced a new package of measures, saying they are designed “to make the Kremlin pay” for escalating the conflict in Ukraine.
Zelensky / Ukraine should counter Russian annexation moves by offering amnesty and parole for all Russian sympathizing Ukrainians who may have previously sided with the Russians since 2014 and including the present invasion of the entire Donbas. Providing they have not been involved in murder or other war crimes.

Except he didn’t “refuse” to fulfill Minsk. That was Poroshenko.
Zelenskyy was fulfilling Minsk 2, according to the DNR ombudsman.
But some elements of Minsk 2 - for example around Azov in the national guard, and the anti Russian language legislation - were being held up by the Rada and were brought in under Poroshenko before Z took over.
So progress was bound to be slow until after general elections could remove the Poroshenko sympathisers from the Rada.
It was they who’d enabled the anti-Russian language ban and had repeatedly blocked progress on getting Azov out of the national guard.
So yes, that element of Minsk could be part of a fresh settlement but it isn’t just Zelenskyy who needs to enforce it. If the Rada oppose it, it won’t happen.
Now, let’s talk about all the Russian side commitments that they’ve “refused” to stick to. Like the Budapest Memorandum, and the other guarantees of self determination and border respect, and the UN Charter...
