few Congress critters actually understand what is going on. All research is done by Congressional staff, and when you see a Senator or Representative in hearings asking questions, those questions are drawn up by staff.

And the staff take their orders from party bosses, lobbyists, and activists groups.

Much regulatory legislation is written by industry lobbyists, who then forward it to their "paid for" legislators.
