To my mind that doesn’t sound unreasonable, but then again, I’m neither a Ukrainian nor a Russian. But it might give Putin a way out, after which he could say he did it in the interest of preventing a nuclear holocaust, and look good in the process.
I like it.

You have to find out what Biden has already promised Putin.
There’s no reason for him to accept less.
Also, whatever happens it would be really nice if EVERYTHING nuclear in Ukraine was neutralized. I can’t believe what the Soviets left and that there hasn’t been a blown reactor, so far.

My peace propsal:.
Fight over it until one side defeats the other. Then fight again later. Then fight again later. Like the rest of the world teased by satan.
The main problem is “Ukraine will remain neutral.” What is to prevent Russia coming back for another slice of the country in 10 years?
1. UN has no business conducting an “election “ inside a sovereign country.
2. If country X were part of country Y 5000 years ago, doesn’t make it so today. By that measure Taiwan should be ‘returned’ to China.
3. Whether a sovereign nation remains neutral or aligns with some organization is entirely that nation’s business and no one else’s.

Right, most pro-Ukrainian citizens fled Russia's invasion. Also, 'local police' in occupied areas are now all pro-Russian militants. Russia cheats, look up Sochi Olympics.
