1Ti 4:3 Forbidding to marry... If a man wants to marry, he does not become a Catholic priest. No one is forced to become a Catholic priest. Those who choose to do so knowingly and willingly make that sacrifice out of their love for God.

There are sects of the Roman Catholic Church which do allow married men to become priests but not to become bishops. I met some from Ukraine.
