This new power is bound to be considerably weaker than the current state of the world. But they would also be considerably more unpredictable and troublesome. It sure would be nice if a new power that was noted for rational policy and common sense would emerge, but that is extremely unlikely to happen.
Cause and effect of sanctions: We have known since Jefferson enforced his embargo...that sanctions do not work. We are suffering the consequences much more than Russia is.
