What power does Ukraine have to do that? The Russians will do what they want.
Russia has been dealing with nuclear power and nuclear bombs almost as long as America has.
They know how to operate nuclear plants.
Chernobyl was a good example. I know it is in Ukraine but it was USSR at the time.

Since the Ukes are already setting up concentration camps to punish “traitors” who they think cooperated with the Russians (like you have a choice with an AKM pointed at your head) they will probably just threaten to kill the plant workers who walk off the job. There are still a few Azov units around to accomplish this.
